A social revolutionary, Easterner, and member of Kelly's Movement in South Adrilankha. It was Franz's murder that led to Vlad Taltos' involvement with the events leading to the Revolt of 244.
Vlad never met Franz alive, but did run into his ghost, in the house of Kelly. Franz was so dedicated to his ideals that even after his death, he considered his martyrdom worth the sacrifice.
