In order to be considered a god, a being must have the ability to manifest itself in more than one place at a time, and not be subject to the control of any other being.
All the Lords of Judgment are gods, and the term "the gods" is often used to refer to the Lords of Judgment. However, there are gods who are not members of the Lords of Judgment, although they generally have no influence on Dragaera.
Godhood is an acquired quality, not a inborn one. Some of the Lords of Judgment acquired godhood as a result of the destruction of some of the Jenoine and the creation of the Greater Sea of Chaos. Tri'nagore and Verra were servants of the Jenoine before they became gods (Sethra Lavode, Ch. 80). Others were wizards who became greater in power and eventually acquired the magical means to exist on multiple planes.
Dragaerans think of the gods as only people "with skills and power" (Taltos, Ch. 4); Easterners worship them. Verra tells Vlad that neither view is wholly correct. What is known is that the Lords of Judgement take an active role and responsibility in the existence of the Dragaeran Empire and the turning of the Cycle, which is physically manifest in their world. Their other chief motivation appears to be keeping the Jenoine off Dragaera.
Gods appear to have some sort of attachment to their idols or altars which have been dedicated to them by various peoples. Their ability to manifest in an area also appears to be based on, and centered on, these idols or altars.
Sethra tells Vlad and Lady Teldra (Issola, Ch. 2) that she was offered godhood, but that she is neither god nor demon (so presumably she declined).
