Padraic Kelly, Easterner, idealist, and socialist revolutionary. "Pat" to his close friends.

When younger, Kelly was involved in the Revolt of 221, along with most other Easterners of Adrilankha. Kelly later wrote a book about those events.

Kelly lead a group of revolutionaries in the Easterner's Ghetto of Adrilankha both prior to and including the events of Teckla and Phoenix.

Although his ideas and goals appeal to the masses of the Dragaeran Empire, it is believed that the truth in them does not really apply. His leadership attracts Cawti to his cause.

Kelly is the person most directly responsible for the Revolt of 244, in which countless Easterners and Teckla were killed.
