Same dude who gave Vlad a 'silver box with ears' to record his adventures, I'm betting. That would be the author or his representative. Sounds to me like someone asked Steve "if you could give Vlad just one useful thing from our world, what would it be?" And yes I read it as a velcro vest too.

I reread Hawk recently, and something puzzled me.  After Vlad sets up in Kragar's office he says:

Oh, I suppose they could have staged a military-style assault or blown up the building, but, seriously, they don’t do that kind of thing. The Empire gets touchy about it.

Isn't this exactly what happened in Yendi, twice? Laris torched Vlad's office, and Vlad ended up assaulting Laris's HQ and killing him.  The Empire did get touchy about it, but things smoothed over and it doesn't seem like Vlad should believe it would deter the Jhereg in his case.
